When start up torrent downloads fast then slows down

Tracker status had said Announce OK. Nothing stands out as weird in Details. Further, the downloads that worked were much slower than if I had restarted.
If it was consistently good on the other sites, but only this one, then I'd figure it was a single slow tracker. The fact that it is subpar more generally suggests that it isn't just one slow tracker though that one tracker might still be slow.
I added one new torrent and it randomly started up and it had the tracker with the site's name in it rather than the trackerfix. I haven't been able to find much information on this tracker.
Any idea if I can tell if I got blacklisted by a site? I wouldn't figure these would be showing up as OK if I did. I disabled it and the speeds were back to normal. I was downloading GTA V. It was a bug one but rate was fast at about 7 megabytes per sec. But it would only do it for a few minutes before slowing right down. I had to move the mouse to bring it up to speed again. Sounds like a ISP throttle to me otherwise. Does this affect your internet Broswing if you checked email or watched Youtube video does it slow down?
If no then that would be ISP throttle-they detect torrent usage and automatically throttle your internet and when you pause or stop torrent it doesn't detect it running and your internet goes back to normal speeds and if you do it again same thing happens. I'm downloading from private tracker it has two seeding servers with 1Gbps speed plus other peoples who are seeding with them on that tracker that I'm downloading this file from.
So it can't be that, becouse it's going on full for some time, and it just slows down for no reason. Regardless the private tracker isn't protecting you from your ISP detecting torrent traffic you will have to use a Proxy or VPN to prevent them from sniffing and detecting torrent traffic. Log in.
